To compile execute:

TAL /IN NAME_OF_THE_SOURCE/ PROGRAM_NAME 

TAL
this calls the TAL compiler on your machine giving the parameters
/IN
followed by the name of the input file to compile
NAME_OF_THE_SOURCE/
the source file
PROGRAM_NAME
the name of the object to compile to
